South Dakota High School Soccer
All-State Selection Process
1) All-State selection will be determined by a ballot system.
a. Voting will take place at a Coaches meeting held on the Friday night of the State High School Tournament. Each division (AA & A) and gender will be given a separate room for the meeting. Four rooms would be needed with the current division set-up.
b. The Head Coach from each team (or their designated representative) is requested to be present for the voting.
c. Coaches should make every reasonable effort to attend the meeting. If it is not possible to attend, an Absentee Ballot may be submitted. However, coaches voting by Absentee Ballot forfeit the right to vote in any tie breaking votes, which may be held during the Coaches meeting after the results of the first voting is tallied.
2) Players will be nominated by their Head Coach.
a. Each Head Coach may submit up to a total of FIVE field player nominations and ONE goalkeeper. So, a total of six players from one team could be nominated. Coaches are not required to nominate any players if in their opinion no player from their team meets the honor of an All-State nomination.
b. Coaches’ nominations must be submitted in order of rank with best player listed first (no player write-up is required). Coaches are asked to follow this procedure with the idea each individual coach understands who he or she feels is most deserving of the nomination.
c. Players are nominated as being the team’s best overall soccer players (not by position).
d. All nominations must be turned into the SDHS Soccer Coaches Association President by midnight of the Friday before the State High School State Tournament so that a ballot can be created. In the event a coach does not turn his or her nominations by midnight of the Friday before the State High School Tournament, he or she forfeits the right for any of their players being nominated for an All-State team. Coaches are asked to take this responsibility serious!!
3) Teams selected will consist of:
a. FIRST TEAM – First SIXTEEN players, ONE of which must be a goalkeeper.
b. SECOND TEAM – Second SIXTEEN players, ONE of which must be a goalkeeper.
c. HONORABLE MENTION – Next TEN players plus any ties, one of which must be a goalkeeper.
4) Voting Process:
a. A SDHS soccer committee member (or their designated representative) will be present to moderate the selection process and tally the votes at the coaches meeting. In the event a SDHS committee member has a child whom votes may be cast, would be restricted from taking part at that divisional coaches meeting. If that committee member (or designated representative) were also a Head Coach (or that coaches designated representative) attending the meeting in that capacity, they also would be restricted from moderating or tallying votes.
b. Each Head Coach (or their designated representative) will be allocated Fifteen-field player and One-goalkeeper First Team votes and Fifteen-field player and One goalkeeper Second Team Votes. A total of 32 votes to be cast.
i. Coaches may not vote for there own players
ii. Coaches must cast all of their allocated votes for First Team and Second Team.
iii. School names will be placed on top of the ballot form.
c. Votes will be tallied for each player with First Team votes being worth 3pts and Second Team votes being worth 1pt each.
i. The top 16 vote getters as specified in ITEM 3 will be named to the First Team.
ii. The next 16 vote getters as specified in ITEM 3 will be named to the Second Team.
iii. The next 10 highest vote getters plus any tied players as specified in ITEM 3 will be given Honorable Mention recognition.
d. In the case where players are tied for the last place on a team (First Team and Second Team), a revote will be conducted for only the tied players. Each Head Coach (or their designated representative) will be given one vote to choose whom they feel deserves the last spot. Again, Coaches (or their designated representative) would not be able to vote for their own player.
i. Coaches (or their designated representative) not present for the meeting will forfeit the chance to participate in any revote.
5) All-State Teams selected
a. The moderator from each divisional coaches meeting will give the selected All-State teams to the President of the Coaches Association (or their designated representative) immediately following the conclusion of the meeting.
b. The President of the Coaches Association (or their designated representative) will be required to disseminate the All-State teams to the appropriate media outlets and the SDHS soccer committee.
